[sslh] URL to sslh 1.13 for Windows package (with Cygwin)

I have looked and looked, I can't find a single download URL which contains a 
fully working sslh.exe binary with Cygwin (something that's been tested 
hopefully under Windows).

In fact, I couldn't find even just the sslh.exe binary itself anywhere.  I am 
not a programmer so, I dont have the ability to compile this myself.  I'd really 
appreciate if someone would do this for me.  If someone can help me with this; 
and maybe provide an example command line, I would donate generously via paypal!
Please let me know ASAP... looking for something ASAP.
